It could be something as simple as the previous announcment of Ontario's, namely:

That federal government will fund infrastructures in and around the Ring of Fire to the tune of a Billion dollars. Period.

They may also leave it undefined as Ontario did BECAUSE the money is to go to the Development Corp. which does not yet have representation from federal government, natives and miners on board of directors.
