Apparently we are forgetting that our company and government say one thing, while our FN say another. Issueing permits without the blessing of the FN is an invitation to war, instead of handshake to business, or an olive branch of peace. We have already been shown that a lack of FN consultation does not follow the due process of getting things started, let alone getting things right. Noront has been patient, frustrated yes, but patient none the less. Coutts knows he cannot force the issue of permitting until the FN feel they are true business partners, which is a lesson Mattawa is learning all too quickly from their brothers and sisters of Mushkegowuk, who appear to be on the right track.
