Suppose one could look at this in at least two ways:

1) It's been nearly 2.5 years and nothing has happened, so don't hold your breath for any fireworks in the near term (especially since it is contingent upon the province: "Of course, it is the provincial government that needs to make a move on this, and they need to move sooner than later."

2) The company has had 2.5 years to flesh out its' proposal (and is thus presumably quite mature) and has been waiting for the optimal political-economic climate/circumstances to re-introduce its' proposal, at a time when it would be most likely to meet the least resistance and move forward in the most expedient manner
