Perhaps they wait for situation to get critical and then they provide as a saviour. Double that if done just in time before election.

Now as example, Harper with impending election and funding of the Ring of Fire.
Done so because most of the electorate is gullible and of short memory. Nothing wrong with Harper, i.e. he is just using the system well.
