My in fill to your observations:

1. The Development Corp. needs a full and proper board of directors from whom they should ellect a CEO. To do that the present directors need to choose members from the communities and companies. From my perspective nothing has been done and I wonder if they are being paid through out all this time.

2. As for Deloitte, they need to be reminded to deliver on time what they were hired for. Enough time has gone by and much depends on their report.

3. With the board of directors established the province needs to hand over at least an introductory $ sum to the Corp. so that they can act normally instead of figuratively.

4. Having done the basics the Dev.Co. needs to produce a plan of action to satisfy requirements of federal government and obtain their financial support. Again to achieve that item 3 needs to be satisfied for the board to hire people to do the planning and initiate actions ( i.e.contracts etc.).

Next, as for replacing people some of the present board members need to step aside for new members. Because of Webequie being the nearest community to the Ring, some kind of representation is needed from them, without doubt. As for other communities, that is a debatable point about which I do have some doubt. I am against Mattawa as a whole. (Tail wagging the dog.)
As for company representation, Noront and KWG seem automatic.
