Ring's progress slow because = regional framework agreement negotiations between Mattawa & Ontario government are slow.
I noticed, Al Coutts said 'land use' by natives and not 'ownership' as implied by some natives. Perhaps this difference of opinion is the fundamental reason why we have this delay.

He also argues that if this is not progressing in reasonable time then the next big discovery elsewhere will divert investment from the Ring.

Basicly he says the company does not seek a run around normal procedures, but that we have progress so that the company can proceed with development.
