So someone else, with help from a Biggie (or biggie alone), can not buy the 70% part from Cliffs?

Sure they could. But the logic is that KWG owns the other 30%. So anyone with the money to start a chromite mine is not going to be very happy about setting up a mine and having to split thirty percent of the mine, and thirty percent of the revenue/profits, with KWG.

Not that KWG has the 30% share of contributing the costs of building a mine.

Mind you, if their patents all go through for the chromite natural gas reduction process, then perhaps a deal could be worked out. But realistically, that's probably something that's being done behind closed doors right now.
