I think the key snippets worthy of serious consideration are:

1. "update the Feasibility Study, released in October 2012, and to carry out certain optimization studies by the first half of 2015"
This was expected to be done by end of this October!.

2. "EA process to allow for final EA approval in 2015"
And this one was expected by end of this year.

Number 2 is out of company's control but the FS delayed that much. What gives? Is it's time line contingent on EA's time line? I suspect not and should not.
