This looks like a good old game of poker to me, with 4 players at the table. One needs someone to loan them more money to stay in the game (KWG), the second player has the money to stay in the game but just doesn't know how much to bet ( Prov. / Fed. Govn'ts), the third doesn't have the money to bet but is willing to put up the land they own so they can bluff their way into taking more then what is in the pot (FN), and last we have the fourth player (Noront) who has the best hand of them all, but is still waiting for everyone to shut up and place their bets, so they can all finish playing the game.
