I can only guess he is referring to Noront's Eagles Nest mine site since it appears to be the only Junior venture in any position to begin mining in the ROF. Perhaps Gravelle has finally realized that in order for the ROF to succeed he must concentrate his efforts by backing the best candidate for success, instead of trying to appease the many other Juniors in the Ring who have yet to show any promise; IMO.
