The natives will get easy transportation access which means just about everything would cost less, add to that cheaper electricity because would be on the grid and not on diesel
generators and top it off by jobs. Sum total is not peanuts.
So they want more?
Involvment in geting mines into production to me means They should put up some of the money, if for nothing else, then just road construction and their up keep.

It is the same as they are receiving support payments from government but still want to be
full owners of land as if they are receiving nothing. Receiving financial support means they
were obliged to give someting up in return.

There should not be one way roads, live is mostly bidirectional.
