Do not just blame the present provincial government because there are other precedences:

Ipperwash (or Pinery) Provincial Park? near Grand Bend, protests regarding beach front property where a native was shot by provincial police. That made the province ( then embarassed Harris) very cautious to this day.

Next, protests at Brantford due to 6 nations from States were given by treaty the Grand Rriver valley for services rendered during 1776 or 1812? war with States. (Namely & technically Brantford, Cambridge and Kitchener could belong to them.) As a result of previous embarasment these protesters were handled with kid gloves by the province, imo.

There was also Akwesasne ( claiming nationhood status) near Cornwall who wanted to separate from Canada?

I blame all politicians because not much difference between them. Most lack leadership skills.
