Yes, I believe NOT's east -west road will be built soon, and may be followed by another east-west road, perhaps, along the more southerly route suggested by KWG to provide road access to several First Nation communities.
Once there is road access, the public interest argument for CLF's proposed road becomes less, with some ore, notably NOT's production, shipped by those roads, and more infrastructure for large scale ore shipment only will be needed when chromite mining begins. This large scale shipment could be by road, but both rail and pipeline seem more cost effective. Certainly there seems no need for two heavy duty transport means along the same route.
