Why would he an Insider exercise them when they

were barely in the money @ 64 to 65 cents on that date.

I have no answer to above question. However there are precedents.

Remember faintly Richard Nemis and John Harvey exercised $ 5.25 Options

a few years back when those were still out of money. Also the Hedge funds

participating in PPs exercised $ 5;00 Warrants prematurely, to their regret.

So everything is possible even if it makes no sense to us.
