Many have mentioned the manipulation which is bringing down the SP. I am surprised, however, that nobody has mentioned a rather obvious possibility.

Perhaps Wednesday's budget does not favor funding for road construction, and people in the know are getting out.

I hope that the odds of this are not high, but it seems like an obvious possibility.
