Just a taste of how fast this thing will go once this choke hold is removed.

The penny a day should be a thing of the past.

I agree level 2 is simply a tool, a very useful one of the past, it painted a nice picture that helped a great deal - but the hedge funds and high frequency traders have poisoned it as well.
