But the road and railway are not rivals, unless you mean Cliffs' road and KWG railway.

But even If so then what is the third rival?

The third could be E/W to N/S road but if so only Cliffs proposal is a rival to either of the two. E/W road to Railway can not be a rival but a support facility.

I may not have gotten it all pat, but I still say that there is not as much rivalry as implied by that article. With Cliffs practically gone what remains is just friends and possible future partners.
