I do not know where you are coming from Luker, unless you are only thinking of the E/W road.
What is needed is that road plus electrical power and finally a railway.
All three will cost more than 2 billion $s. I presume some of the short fall is to be provided by the companies in the Ring or through some kind of toll.

As for Deloitte report Kennr, it was not necessary for Ontario government so why is it needed for the Feds?
I myself could have said what was needed at least four years ago, and I'm no expert.
