I agree, the only thing of recent times that is priced in is the FN agreement with Ontario.
The road, or what ever infrastructure announcement that is likely to occur on monday, is in no way priced in now.
Granted, there are the few that are gambling and have aquired some shares on the assumption, but that is all.
