You are not wrong.

Defeat of budget means more uncertainty but only temporarily.

The road has to go in sooner or later, there should be no doubt.

What we have uncertainty and impatience about is when.

(Same for power line and the railway, these are also very necessary and assumed by me to be undeniable.)
