You say cooperation, I said earlier to form a congmomerate, Words, but the meaning behing them is same.
When cliffs showed up the press took notice.
With Cliffs out of the way, these companies getting together and working as one should also be noticed and taken example from.
Our politicians are rarely leaders but need to be led by the nose. Them noticing that companies in the Ring can work together would be a provoking incentive for the politicians to get moving.

Working together also means there should be some cost savings involved from, as you say, lack of duplication and not stepping on each other`s feet.

Who knows, maybe the natives would also take notice and be more ready to accept faster development instead of just talking.
