Strange manner in which to ask contractors to informally bid, imo. The Matawa are working on getting that airstrip going which is already permitted. From EA draft below:

A permanent fly-in/fly-out accommodation complex will house workers. Personnel will be moved in and out camp using the proposed First Nations-led local airstrip.

Expressions of Interest

Expressions of Interest received will be used to identify capable professional organizations for future contracts once funding is secured for the review. Please be advised that a comprehensive Request for Proposal (RFP) call will be made at a later date.

I think this has a lot to do with the airstrip and housing which is the first step in getting my mine built.
