Slurry pipe was and still IS a Possibility, just not likely.
I interpret that subject of the pipe as the last means should there be problems with E/W road.
It does not apply to any connection with the railway ( cause as u say rail = ultimate) but with the roads, where I also include the possibility of the N/S road to E/W.
Noront does not want to, and should not either, fund the E/W road by itself but be a partner. Should we be asked to fund fully or too large a portion, Noront has the option that if asked too much Noront could withdraw completely for a large section of the road and use the pipe.
Yes, economics is determining factor.
As for Ontario Liberals, I concur. They are very likely, even if alone, to make an announcement of funding during a campaign.
