The biggest chunk is the N/S rail way and it probably will be completely built by the miners.

The electrical power to the Ring is likely to be completely funded by Ontario Hydro and the users will eventually pay for it through electrical rates.

While roads are likely to be partnerships between governments, natives and miners.
