I do not know but suspect that for a winter road environmental approval if necessary is needed only once. Afterwards each winter season one should only need to conform to parameters on which the premit was granted.

I also suspect ( I never lived in the far north) that many winter roads were originally constructed with out approval nor knowlege of authorities. They were done due to dire need of the locals.
