Governments even in a majority do call early elections if it suits them. All hey need is a suitable excuse to the public.
Ring of Fire could be a carrot and Senate ( much promissed and delayed ) could be the excuse. He does not need to give details, those could be given just before election. All he need say is that he will promise to fund a certain portion.

Yes Ontario election is the more likely scenario but I never throw away long odds when it comes to politicians. They are a slippery lot.
