A very good read for anyone looking to see just "who" is responsible for "what" with respect to departmental guidelines and timelines involved in CEAA's comprehensive review.

CEAA mounted the notice of commencement of Environmental Assessment for the Eagles Nest Project on November 15th, 2011 with respect to the project description they received from Noront on Aug 3, 2011. http://www.ceaa-acee.gc.ca/050/document-eng.cfm?document=80034

Outlined in Project Agreement it seems that the last Responsible Authority (RA) to sign off on the project agreement did so on April 19th of 2012. A question to any contributors here with respect to the timeline as laid out in the Gantt chart, is the start of the time line tied to the notice of commencement of the comprehensive review or is the chart tied to the date of final signature on the Project agreement between the proponent (noront) and CEAA? The project agreement outlines a 17 month window for decision, as such, if the timeline is tied to the latter of the above question then CEAA's slightly overdue, on the other hand if the chart is tied to date of notice of commencement then they are severly late.
