Greasemonkies, I have always thought that "talk was cheap". I will have to rethink this position obviously from what I read in your post. Unfortunately the upper tier governments are easy targets for fund allocation by a bunch of thieving consultants.(but it is politically correct) If only half of these consulting monies were spent on hard assets as on these types of activities, this country would be booming. I am well aware of this nonsense as I have seen it first hand and this wheel keeps getting reinvented for a study on each project.
