There are tons of non highway logging roads in the north that are not paved that support that type of traffic. I'm not sure why everyone thinks this needs to be a state of the art full fledge highway like you see in toronto.

We must also keep in mind that cliffs appealing, with or without Noronts support may push KWG in to making a deal. If you remember, both companies were badly scolded for not working together. Another court appearance will look really bad on both. It's possible more progress is being made behind the scenes than it appears.
