No. Paul Semple told me at nfalls dinner (solo), that EA decision would take another six months, or more due to Ontario min of env . Lack of attention and urgency. Paul was extremely frustrated, but "indicated that a new catalyst might be a FN led and endorsed submission of the NOT authored EA plan. This could speed things up and keep the FS schedule intact (IMO). FN led EA plan removes many objections, leaving only financing.
I would conclude that financing is in the bag given the Coutts president announcement.
The package for the President, and the very specific bonus timelines dates matches very closely the FS schedule milestones. Semple was very clear that the mine would still be built on schedule, despite his remaining EA concern.
As a world class mine delivery specialist, Coutts would eliminate all delivery risks prior to coming on board.
The Coutts signing, in addition to guaranteeing (imo) the financing, pulls together the contributions of governments, FN investment optics; FN ownership; resource sharing; jobs; and the q42016 start mining date.
Just like Semple has always said.
I intend to congratulate Paul at the AGM, and thank him for sheparding NOT through a most difficult time.
Watch for a series of announcements , the first most likely will be financing, IMO.
