Likely "It has to be about the easement decision in favor of.... KWG!!" and not necessarily in favour of KWG.
Alternatively one of their feasbility studies have been submitted.
NOT taking over KWG is remote and both would be halted not just a request from KWG management.

Rail or road announcement would involve Ontario or both governments and then the halt would go even further including Cliffs and a few other members of the Ring.
