“We’re not going to sacrifice environmental protection, we’re not going to sacrifice opportunities for First Nations and we’re going to keep jobs in Northwestern Ontario,” [i.e. we will use every excuse to delay spending money, because we don't have any money because we have made huge mistakes like the gas plants, etc.]

The only way the ROF is going to be developed if Ontario votes out this pathetic, lack of economic foresight government.
