My take:
The Ring needs transmission line delivery of electrical power instead of diesel (or other fuel) generation which is not as cost effective. Transmission line to Pickle lake not expected before 2017, so to the Ring probably even later than that.
If Cliffs is waiting, be it for income reasons or just political pressure on the Ontario government, then I do not see Noront building a diesel generation station for themselves if it is to serve one or two years and then shutting it down. I wouldn't. I think local generation is a last alternative option that is used as a wedge against the Ontario government to get going.
We are not privy to inside discussions but the time lines shown do reflect from some of those discussions and it looks like a further delay of one or perhaps two years.
Did I mention that I am getting impatient with the politicos?
That impatience in no way reflects on Noront and it's shares, I sold none for over two years and am considering buying more.
