Any well managed project requires a clitical path...detailed plan which prioritizes the various sub activities...complete with time and cost estimates....
If we had such a plan...and I am convinced we don't...we would know what activities come first.
Personally I believe in "just in time" training. Why train people 3 years before the jobs are available? Yes I hear you...any activity could require skilled labour. However it occurs to me that the first jobs are for professional engineers who will do the preliminary work. This work could be ongoing now....and some of this is likely being done behind the scene.
The fly in the ointment here is likely the FN. The gov't will play a big role in getting the FN onside...not an easy job. This promise of training for the FN is likely part of the job of getting them onside.
Back in the day when Sudbury was being developed they had the luxury of being able to proceed without having to bend to every whim of the FN...so it got done in a timely manner....not in FN time.
The gov't is calling the ROF a "legacy" project. What the H does that mean? The term suggests that it is for future generations not for our generation. This tells me all I need to know about how long it will take to get this thing going. Seems like the gov't is learning how to work on FN time!!!!
