i believe a poster commented a few months ago on all the training that had been ongoing and completed. all the people required was a JOB, before they forgot their training.

it appears people are ready and willing and somewhat able but governments are unable to make any decisions which will then make jobs appear, because they want to 'get it right.'

getting it right does not or should not, involve paralysis.
