good heart-r: An excellent and accurate summary of events to come, with one addition which I am confident R.Hammer will agree: The "partners" you mentioned will form the 3P partnership and will include Fed, ON, and private financing (eg RCF) to fund/build/own the year round EW road (heavy equipment capable loads) necessary to build the roads first, mine location start/ups, mine resource outputs, ....and then ...intersect the EW toll-road with a tba port authority -governed toll-railroad.
