With all verbage aside:

Those three appointed representatives, with ultimate eventual approving agreement by those who have assigned them their specific 'Task Points' will (as in can, meaning should be able to) pull together an outline with specific 'meat hangable' 'points of current contention' which will be then present to the three other 'most pertinent' parties respecting 'matters development' in the JBL/RoF (Federal Gov., Provincial Gov., and Corporations), which those three other 'most pertinent' parties SHOULD be quite capable of accepting, with but minor modifications, as per usual, as the best, or as close to best as is ever likely to be the case, outline for making 'real and meaningful things' begin to physically happen.

It has all to do with:

Who has what say and on exactly what and why.

Who regulates, controls, and does what and why.

And most important of all, of course, WHO 'Pays' and 'Collects' 'What' and 'Why'!

It all could be six months? A year. Or, maybe, sadly but more typically, somewhat longer!

In getting to the final 'final': "It's all a go now, boys and girls".

"Just submit your Plans and Bonds to the proper 'mail box' and check back in 'x' weeks for your approvals, with recommendations and specific conditions attached, of course".
