How could NOT's 'receipt' or 'lack of receipt' of the MAO $10 Million effect/influence the up coming RCF V. L.P. Vote?

Otherwise, if given the 'all go' signals (necessary Permits, etc.) anticipated by October/November would NOT really need either! Seeing as such would make raising consequent "Capital" pretty much an 'Academic Exercise'.
