I disagree.
This bill would have given Ontario the opportunity to say whether minerals are processed in Ontario or not. It in no way prevented ores being sent out to be processed.
Though entities wanting external processing had to ask permission and in no way would it prevent free movement of ores between provinces. All this legislation did was gave Ontario a say as to whether and if.
Gravelle basicly said that we are satisfied with crumbs from our table, much as the Auto Pact did for Ontario decades ago and the Free Trade act does now. They make Ontarians dependent on other jurisdictions for employment.
It was fear mongering that caused the rejection of the bill. All my opinion of course.
