Yes I know this is just speculation, however, the following article in The Australian suggests the company may have to sell some iron mines down-under to help it survive this commodity slump:

And let's be realistic. Even if all contentious issues were resolved in the Ring tomorrow - snowball chance in hell - Cliffs doesn't have the money to develop the project by themselves.

They are currently looking for a partner and no one has responded.
