March14/13 announcement:-Sagatary Transmition LLP, {a "group" of FN communities along the powerline right of way} partners with APUC + ONT/ Fed funding to build 250km/ $ 300M powerline to Pickle Lake (Phase 1)and then on to Webeique (phase 2)- another 250km/$300M. This leaves the "Last Mile/EW route" of apprx 60 km to Eaglesnet mine site.

April 4, 2013 /CNW/ announcement- Thirteen First Nations and Goldcorp today announced they have signed an agreement formally incorporating Wataynikaneyap Power. This new company is developing a transmission line..... (i assume local last mile powerlines from main powerline connecting locally to homes in the individual communities within the 13 FN's), ..... will connect remote First Nations communities currently powered by diesel generation, and will provide more reliable power to local communities and industry.

"We have partnered with Goldcorp to establish Wataynikaneyap Power with a goal of First Nations eventually owning 100% of this important infrastructure that will better serve our communities. I look forward to the day we can connect our communities to the provincial power grid - it is safe, reliable and provides for cleaner energy," said Margaret Kenequanash, representing the 13 First Nations partners in Wataynikaneyap Power.

My observation:

- today, The "Group of 13" FN community (aka " the municipality ") partners with private sector Goldcorp - located along the right of way resulting in much lower cost per kwh to all parties + clean and reliable power; FN training and jobs; munipical taxes for ongoing local services plus fed/ont tax revenues and FN peace and cooperation.

-march 14th -APUC-Algonquin Power) + "Fed Build Fund" financing -3 way participation $ matching (ON/Fed/Private sector split three ways..... aka "3P" partnership (Expertise, financing, local build-own -operate; jobs; taxes partners with the local FN "Sagatary Municipalty" who receive the above reciprocal noted benefits for the respective stakeholders in phase 2 of the powerline , but the model would be the same: just note/recruit the largest operating resource companies in the vicinity of the main powerline right-of-way.

I dont know how many more FN communities may be involved in the tba Phase 2 Powerline build by APUC akin to Sagatary, but the six FN communites along the EW corridor plus Noront plus 3P government could form the "Last Mile "(EW) segment..

My opinion/thoughts only.

Peter
