Jobs are put forth because in the opinion of politicians jobs are forefront in the public mind. The reality is that jobs will take care of themselves. What is needed are the basic structures that lead to jobs.
By basic structures I mean, using the Ring as example:
Bring in the roads, railway, power lines and favourable bureacracy towards implementing permits for mines and environment AND jobs will fall like manna from heaven.
With those jobs will come restaurants, schools, clinics, churches and various retailers to provide the next layer of structures needed by a society. People know what they need, want and where it should be. Politicians need only to listen and facilitate.
Government needs to spend money to collect it back later through taxes, to revole back for next projects elsewhere. That is government's function.
The Ring should not need foreign corporations to help with the funding of those initial infrastructures. I believe that function should be mostly funded by government with only minor funding from the corporations building the mines.
By talking about jobs they got it backwards.
