I think your right on, but not "forces Baosteel"

More like a carefully choeographed plan between BAO/RCF/NOT management to convince/demonstrate in a tangible way that the NOT (FS) plan is still here, very active, has industry funding capabilities (remember the Tor/Ott lobbyists were hired; and Milestone actions to come)'and now they have funds ($15M) to keep things going untill the Permits are granted (expected in Aug/Sept.). This gives Feds and to a lesser extent ONT ministers the ammo to resond with infastructure funding/FN support initiatives.

As part of this coordinated comunications plan I think Baosteel will exercise the warrants and the Feds will coordinate with Ontario PCs in the coming Ontario spring election.
