Ontario government has tried in Ipperwash and Caledonia but anywhere near the Ring = Nada.

Trying means sending the OPP or RCMP and applying the laws of the land, not that they were successful in the two examples. But at least they tried.

That also applies to negotiations. If one party is intransigent then a solution needs to be imposed from above. That is leadership. One can not pass the buck and hope that in time the problem will solve itself.
