The Ring is rich enough to make several Noront's in the begining.
Our Noront has one of if not the largest land hold, depending on how far out you go to count what is part of the Ring. Due to it's hold and already known discoveries Noront is a worthy player.

Cliffs due to it's size has muscled in.

Mr. Nemis with his 'get it done' philosophy is quick to find new discoveries while forming partnerships in spite of the machinations of the bureaucrats.

The one that is quick enough to the punch and able to avoid biggies from muscling in will consolidate most of those potential Noronts into a solid company.

Nemis can not be denied that he is capable of just that.
