One thing that seems to revisit me time and again is that what people say and what happens are quite often two different things...particularly when what is said and what is done are exacted by two different people/groups. We have certainly seen that in the ROF. There are those with good intentions and then those who make the decisions or have the power to influence them and they usually operate from the shadows without much communication as to what they are working on.
