Prior to founding Pathway Group, Kelly worked extensively with the Ontario Government. For the last five years, he has been actively involved in government relations. His vast procurement and policy development knowledge originates from his firsthand experience as the Chief of Staff and Senior Policy Advisor to numerous Cabinet Ministers in the Government of Ontario.
Kelly has also played an integral role in the creation and implementation of the government's Information Technology Strategy at Management Board. In collaboration with many of the CIO's and their staff, Kelly was instrumental in developing the IT Strategy program. This program was used to establish the current management structure, formulate the IT clusters and develop the procedures that are used today in Ontario.
A highlight of Kelly's successful career in government was the implementation of Ontario's Living Legacy program at the Ministry of Natural Resources. Living Legacy generated the largest increase in history of Ontario's parks systems and protected areas thus enhancing the economic climate for northern communities, forestry, mining and resource-based tourism.
Kelly has been the government relations expert for companies such as: Oracle, Compaq, Novell, BEA, Sapient, Weyerhaeuser, Kimberly Clark, Neenah Paper, Métis Nation of Ontario, Johnson&Johnson and many others.
