Ok, I am not sure about this thought, but it came to me this am anyway...

Is it possible that there are no inside buys because the ROF co's are in discussions with the gov't over infrastructure, and part of the agreement is to not give any hints to direction?

Is there anything like a 'gag order' used when in negotiations that prohibits insider buy/sell?

I suppose if there was, it would be common knowledge, and we all wouldn't be pissed that our dear leaders were not showing us their vote of confidence.

It would be a good explanation though...better than Wes's "college fund".

Thoughts?
