RCF is now largest shareholder with 41,425M share or 18.19%OS according to RCF announcement in link below. Baosteel is still sitting just below 10% with an option to increase its holding to just below 20% since early May 2012, but it's still dawdling. Don't know why. Perhaps, RCF is its proxy and can play kingmaker?
