Notice Description
Ring of Fire Negotiations’ Advisor - (12-318C)

This Request for Proposal (“RFP”) is issued by Ontario Infrastructure and Lands Corporation (“Infrastructure Ontario” or “IO”).

The RFP invites Respondents to submit Proposals to provide an individual for advisory services for development of large-scale infrastructure projects related to the ‘Ring of Fire’ mining area of northern Ontario. Advisory services will include facilitation and support of intergovernmental negotiations, negotiations with third parties, as well as efforts to manage intergovernmental, project sponsor and other stakeholder interests, including First Nations. All activities are to be carried out in very confidential high profile forums that require the highest degree of integrity, political acuity and sensitivity. The successful candidate will be expected to locate themselves in IO offices at 777 Bay Street and generally be available to the IO team.

For the purposes of this RFP, references to the Client(s) shall be deemed to include IO and the Ministry of Infrastructure although indirect association is also required with the Ministry of Northern Development and Mines and other provincial ministries and their agents as required. Significant interaction with 3rd party consultants, and project stakeholders at the regional, municipal, provincial and federal levels, including First Nations, will further be required.

RESPONDENTS WHO ARE INTERESTED IN REVIEWING THE RFP INFORMATION MUST SUBMIT AN EXECUTED NON-DISCLOSURE AGREEMENT (“NDA”) (SCHEDULE 5 TO THIS RFP).

ONLY RESPONDENTS WHO HAVE SUBMITTED AN EXECUTED NDA AS STATED IN THE RFP SECTION 3.1(1) WILL BE ELIGIBLE TO SUBMIT A PROPOSAL
